I realize this may be a long shot to ask but is there any playlist or gametype that is really easy to get Spartan Charge kills? Or is it totally dependent on trying to go for them & being fortunate enough to be in the right place at the right time?

You just have to give up your swat rank (if you care). It’s fun just running around and spartan charging everyone
SWAT and Snipers are fantastic for Spartan Charges, but so are the King of the Hill-type gamemodes in Action Sack.

I never play SWAT so I couldn’t care less about my rank, lol, so I’ll try it.
It works well in grifball.
