I can’t purchase the game halo: Spartan assault!!! Why? I tried so many times on my windows tablet trough Microsoft, pay pal, credit/debit card and the payments just don’t go trough!!!
If you buy Halo Spartan Assault on a Windows 8 device - you unlock it on Windows phone 8 and Windows 8 PC. The Xbox versions (X360 and X1) are separate.
Double check that you are using the same Windows LIVE ID account for both systems.

happens to me, unfortunately I had to buy it twice. In my case was the region, I had a different region on my PC 
and other on my phone. When I checked on Microsoft account/ purchase history check on the upper right your account, check if you have more than one account
If you bought it on phone first go into games on PC then click on my account then click on my apps you should see it there owned, click install.
