Quitting the build and reloading the game fixed it for me. Started experiencing the issue after tinkering with some of the new sound items in Forge (may or may not be the root of the problem) and the issue carried over from my Forge Game to a Custom Game on Mercy.

It IS one of the new Forge Sound items causing it and it happens across all modes until the game is restarted. Someone else mentioned it here on the forums.
Spawning the Sound: Music [Abandoned Station] in forge causes most actions (i.e. walking, running, grenade explosion) to sound muffled across other modes. In forge, customs, etc.

Has anyone found a fix for this? Resetting my xbox did not work for me. grenade explosions, footsteps, all vehicle engine sounds, friendly and enemy weapon sounds, etc. All seem to be muffled across all game modes. I can’t hear my footsteps at all, other sounds mentioned seem to be reduced by about 90%. I was forging and placing sound effects around the time this started. I searched the inter web and found others with the same problem but it seems to be a rare bug with no definitive solution.

The only fix I know is to restart. If that doesn’t work, then… I dunno.

Oh my, I haven’t had this issue for a long while now. A normal reset usually did the trick for me. I’d suggest trying to contact one of the developers for support. I can imagine it being a pain after a long while.
I had something like this happen, but only on certain spots on certain maps. For example, on the Black Friday map (prior to the recent refresh version), if you climbed over the gate in the secret room (where the shotty and AR are), you would hear water splashing with your footsteps on and off.
