considering most game servers are dedicated and not actually hosted by live how do they plan to shut them down?

There´s a master server that hosts all the dedicated servers that works through GFWL, so shutting that off will shut down all the servers.

then what was the point of having a dedicated server program?

I’m guessing to put stress off their servers.

Can’t people use Tunngle or a similar program to link up their LAN games and still have online matches?

Just a thought.
