Both Silver and Gold packs can only grant one non-Customization Permanent REQ (Loadouts and Certifications) per pack, while they can still grant two Customization REQs per pack. This means that if you start getting one REQ point card and a Certification in your next Gold/Silver Pack, you aren’t necessarily done opening those packs, as it will continue to grant only one Warzone REQ per pack, and if you completed all the Customization REQs, this can be quite annoying.
I’ve also noticed it doesn’t seem that random with every requisition unlocking in order like ghost, then sword ghost, then ultra ghost. and armor sets unlock as complete sets nearly every time.
I’ve already unlocked everything. I’m not worried.

That definitely hasn’t been my experience. As an example, I know I unlocked the Ravening Sliver commendation long before the Energy Sword commendation. Random is random!

I wish, I got the noble helmet and really wanted the body, but had to wait 31 other bodies later before I actually got it.

How much $$$$ did that cost you?
I do notice that the armor sets go back and forth in matching pairs within a few packs of each other.

You know, now would have been a great time for 343i to introduce a big pack filled with Single-Use REQs of all Rarities, for a small fortune of REQ points.
