I am a member of a clan called RFG, and at practice someone makes a really high pitched screaming noise during the loading screen so we can’t tell who it is. Is there a possibility that I/someone from 343i can view who’s mic goes off during the loading screen? It would help alot
Nope, this is impossible.
Think outside the box.
At the start of each game, mute players 1 by 1 until suddenly the loading screen is quiet. Then the last guy to be muted would be your culprit.
Nope, and here’s a couple things to consider.

You can mute players yourself, and even if you have to resort to trial and error you could have taken care of this yourself.

343 isn’t responsible for policing Xbox Live. There’s a proper enforcement team for that, but if you file a complaint keep in mind it will be judged strictly according to the Terms of Use and Code of Conduct. I’m afraid that just being annoying isn’t sufficient for action to be taken by anyone except yourself.
I really don’t see why this is a problem. Just mute people until you find out who is.
If it’s one of your clan members just mute 'em one by one. I do not think that 343i is going to spend time on a minor problem like this.

Other way to do this, invite everyone to a party and have the party screen open when the game starts. Watch for whatever bubble goes off when it happens. Boot said person, achieve peace and quiet.
