It is relatively common knowledge that one can “finish” Silver Packs at one point. This point comes when you have acquired every single REQ of rarity Bronze through Rare. The packs will refund you 3000 RP when you have nothing left to unlock.
Silver Packs have started to refund me now, but I have not actually acquired every one of these items. I am missing 3. Namely the COG DMR, COG SMG, and the Longshot DMR with Sound Dampener.

You’ll probably need to get those from golds, a few items don’t unlock at the tier they are supposed to. Some of the mongooses can only be received from bronze packs.
