Armour, skins and cheevos all take far less work to produce than maps, not only that but maps contribute far more to the game experience.
What you’re saying is: give us the good stuff that we actually want for free, make us pay for the stuff that most of us care far less about.
Obviously there is a problem, but that is not a viable solution. IMO the best solution is to force DLC is major playlists, however they should have incrementally done that from the start like with H3, now it would be an unpopular decision and we’d just see the major playlists become low population.
Making it like Halo 3 where you have to buy the map packs to play the game wont work, coz hardly anyone likes Halo 4 and wont be prepared to pay the price, it worked in Halo 3 because it was such a great game. The only solution is to make a playlist which has every DLC map on it.

We have to buy gamerscore? That just sounds ridiculous.

No. Absolutely not.
Nobody should be handed free victories just because they paid for them, that’s not Halo, it’s just bad business practice. I never liked the idea Free2Play, because it slowly becomes Pay2Win.
I could agree with that, but the only thing that should be offered are aesthetic items, ones that do not have an effect on gameplay. In fact, 343 has stated that they would like to offer cosmetic items such as Armor via Micro-transactions, and that’s even happening right now with the Champion Bundle.
