I think after the graphics controversy they should make it either 1080p/4k 30 on Xbox One, or have some sort of dynamic resolution scaling + less particle effects to maintain near 60 FPS, if it is so important. Kind of like how Black Ops 3 looked on the Xbox 360:
That way they can focus on giving Series X and PC players a next-gen experience (raytracing etc.) and scale *down* for Xbox One players, instead of building an Xbox One game and scaling *up* for Series X/PC like they are doing at the moment, for example stating that raytracing for Infinite is coming in a patch post-launch:

I agree but they clearly didn’t develop this game with next-gen in mind, even though Xbox marketing has relentlessly shown this as the lead game of the new Series X. I don’t know how much of that is 343’s fault and or the presumed targeted T rating instead of M.
I think getting 343 to change the development approach from scaling up to Series X to instead scale down to Xbox One would be a great start and would help them work on the many issues that you, I and others have raised about the graphics.

I agree, thats how every game should be. I looks like they are severely behind ans should delay it
