343i have said achievements are kind of bugged right now for whatever reason. Fixes are being worked on.
As for needing the disk…I have all 700 and have a digital copy of the game. A disk isn’t required.

That’s basically what I said…that the game is currently bugged but the achievement was unlockable when the bug didn’t exist regardless if you had a disk or not…
The update that broke the game only came out this year. Considering the game has been out for almost 6 years, “the first years” seems a bit of a understatement.

I think the point OP is making is that having the disc is the only way to unlock the achievement at the moment. There is a workaround whereby you play the game offline using the version of the game available on the disc, ie., no updates installed. Once you complete the requirements, you connect to the internet and update your game. Then, you start it up and the achievement should unlock after syncing up your save file. It’s a workaround used for many games since, for whatever reason, developers have not been able to do achievements right since the Xbox One launched. For example, each and every iteration of Halo, Forza, and Gears on Xbox One has had at least one major achievement issue. More details are available here.
