I’m not big on Halo Story much, never read any books, and heck, I really don’t pay much attention during the campaign, I just wanna shoot aliens.
So chances are I just missed something through this that was obvious.

The UNSC needs more like you.
On a more serious note, I believe the Arbiter is still recovering from the recent civil strife with the Servants of Abiding Truth. Perhaps learning about Jul’s campaign on Requiem and planning to deal with him personally.
The arbiter is having a Bar-B-Q with his Sangheili Friends. =)
343 decided to turn the once noble elites into barbaric savages. The Arbiter pretty much belongs to the UNSC in order to stay in power, he is very reliant on them. (I’d use another word to describe what the arbiter is, but i’d get banned) I don’t think 343 will bring him back into the games anymore.
The safest guess is that the Arbiter is on his home world sorting out the civil conflict with his brothers. I want him back in Halo 5 and 6 as the campaign buddy.
Arbiter is on his homeworld in the middle of a civil war because some Elites still want to annihilate humans.
