I think he ment “They just said they would put it in that game”, talking about a trueskill ranking system which I’m not all too sure about myself

343 announced a competitive CSR 1-50 ranking system by next year, however it is only going to be visible on waypoint. Which makes it absolutely pointless since nobody wants to take the time to look up everybody’s individual rank on this website.
There is a thread around here supporting an in-game visible ranking system if somebody post a link you can support it there.
When they find that the system is working properly. If you notice, they have said that the system is already implemented in game, just now shown currently. They are using this time to see if the system is running properly, and placing/averaging players into balanced games. Once they determine the system is fine/programmed for accurate measurements, then they will display ranks. They may or may not reset our current ranks at that time, they will determine that later.
