So you can unlock normal RPGs and SAWs and pretty much, no not “pretty much” but every weapon in the game via REQ packs. So when it comes to getting standard normal shotguns and mongooses, well, WHY??? someone please explain.
To balance the gametype so that people don’t spawn with power weapons and vehicles every single time they die.
Reqs are consumable “cards” you can burn req points (if you have unlocked the proper tier of reqs) in a Warzone match to spawn with. You can get them by paying real money and taking a spin on the RNGesus wheel that is a req pack, or just play a few Warzone/Arena matches to farm up some points and buy one without a dime out of your wallet. Getting a weapon card from a req doesn’t unlock it, it just gives you an option to spawn with that weapon if you have the resources necessary (and you’ll lose it when you die/run out of ammo and that card will be gone forever). You can store up duplicates of the same types, though, but you still would have to farm up the req points in a match to spawn with them again. Plus sometimes you won’t even reach the right tier to spawn with certain reqs because the match will end at different times based on performances of teams.

This, play a game of warzone to understand and see it first hand. Also if you go to the “News” section on waypoint…there are multiple blog posts explaining how reqs are used.

The Req packs sound pretty cool to me, I won’t be able to play until it launches here in Texas…You are all lucky -Yoinks!- over there in Europe…
After playing a few Warzone matches…I definitely like the Req system…it could use a few tweaks, but it is pretty decent overall.
