That is basically what I thought the openworld would be, an extention to build upon for the future.

I totally agree with you. The lack of content created over a six year span for development of this game is insane. They spent roughly 500 million dollars in that time. I don’t understand how there isn’t scarabs roaming areas, surviving Spartans you can use to send on side missions or fight for territories with, No base development or mechanics that would have made this a truly changing open world. If you take a game like the assassins creed series for world building alone that’s all its missing. The lack of support characters in this game compared to the end of halo 5 just doesn’t add up. Its very apparent that whoever is on the story development team never read or care for the book series. That or whoever had the final say always got their way (Microsoft). This feels like the fall of Star Wars movies all over again with another Kathleen Kennedy at the wheel.
Bungie did the same thing with destiny, not with the story, but cut content leaving the game feeling empty, only to be used later to make a profit calling that cut content an “expansion”.
If 343 pulls that nonsense that alone will tell me there is no hope for this company or the game.

not until may. and even if then. that is when they were planning to have s1 roll over into s2 to extort more money from the pvp people.
