Yes it is in effect you dont need to download anything. It makes the Assault Rifle so overpowered and the game unbalanced though =(

I’ve been doing the test in a custom slayer game, would that make a difference?

I think so. It’s more of a playlist update, I believe. So custom games are still using default settings.

11 shots (bullets) have to land with last on the head

I don’t know what s1051x is talking about. I think the new weapon tuning update is great. The Battle Rifle and Carbine can carry their own against the DMR now, the automatics are still beastly within their range. I think they did a good job. I like it.
