Have you seen the MLG vids? Spartans can fall a pretty long distance without getting hurt… Definitely more than Reach.
What gives you the impression that the sniper one shots everywhere but the head?
And no, there is no shotgun starter spawning. Well unless you’re in custom games.

I don’t know. All I can do is hope that that absolutely horrendous mechanic isn’t present in the final build.

The answer to all of these is: no one knows, although we’ve seen fall damage, but have no idea if it exists in the current build.
In the current build the MLG players used it looks like fall damage is out. They were falling from some good heights to. Or the fall damage will only effect you from falling from some extreme heights(just guessing if its in).

I hope that’s the case. I don’t mind it if someone jumps out of a Banshee or falls from really high up (like from the top of Spire), but I don’t want to get hurt for falling 10 feet.
