Humanity may know about Spartans and certain individuals involved in the program but I highly doubt ONI or the UNSC are just going to drop classified information on an unsuspecting public.
Also, Locke clearly knows about Chief. Arbiter is just informing him of the things he needs to forget and ignore to get what he needs.

This. Just because humanity knows about the Chief, doesn’t mean Locke is going to be aware of every tactical advantage against him. He needs information.

It appears that Chief went AWOL sometime after Halo 4.
Locke is trying to find him, and he goes to the Arbiter for help.

Do people know about him? Yes
Do they know his story? His trials and tribulations? No
Locke isn’t just investigating the Master Chief, he is looking further than that. He needs to understand him as well as Halsey and the other Spartan II’s do/did. Why? That’s what we will find out soon enough.
Whether Locke will be as Lasky or anyone else who doesn’t want to Helsey death?

Nobody except Halsey and MC know about the Librarian(as far as i can tell) and only MC knows what she did to his DNA.
Humanity definitely knows about Spartans. It’s not like the whole of the UNSC can keep quiet about their super soldiers.
Additionally, humanity knows of a John-117 because it’s carved in the monument at the end of Halo 3. They might not know much else, though.
Near as I can tell (and it’s very little) Arbie is telling Locke that Chief can’t be tracked by conventional means because Chief is a very unconventional dude.

Showing every minute detail of a person’s life =/= Showing said person exists

Everyone sees MC as our hero but they don’t know exactly how he is our hero. They just know he has the story of ending the war by taking out an entire covenant armada alone, hunting down their leaders and assassinating them.
Pretty much whatever you sum up the events of Halo 1-4 as and cut out the parts with the Forerunners and the flood than make it seems like MC was the only one who did anything.
