If you’d been paying attention, you’d have heard the information about Spartan Compaines found in Waypoint’s Source code. It’s at least similar to clans. Whether or not it will be implemented, 343 has at least considered a clan system.
Plus, I wouldn’t think 343 has refused anything at all simply by not talking about it.
Wait until the game is released before jumping to conclusions.

Or they just haven’t talked about it because the game is still months to launch?

They have said nothing yet about a clan system. Instead of jumping to random conclusions wait until we find out whats going on.

To be fair, this is the first time I’ve heard about the clans being wanted, not such a big deal anyway, as long as you have your friend list available by a small button press in game, not forcing you to dashboard.
