I want to view them, maybe download, start editing without a capture card.
How do I do this?

You can’t. The ability to view/render clips has never been on Halo Waypoint and has never even been planned to be introduced. Bungie’s rendering service (Bungie PRO) was Bungie’s own in house service on their website.
I’m afraid you’re gonna have to either shell out the cash for your own capture card or find someone to do them for you. I can help if you need any doing since I’m taking a break from my own Youtube channel for a while. I have a HD PVR so clips will be in HD.
Do you know how it works? Think about it.
What is a movie format? A video on YouTube? It’s data that’s been compressed into a format, such as mp4, wmv, etc. What is theater? A replay of the in-engine actions taken by the players. Is it a movie? No.
