Or are they robotic ? Or a mixture of both? The more I read up on the Forerunners, the more confused I become haha.

Alot of people have their own theories on what prometheans exactly are.
Right now, I think anything works XD

It was pretty clear that they are not robotic. I believe that the Prometheans are Forerunners made AIs. And that is why one of the later missions in the game is called ‘Composer’. The Didact wants to use the composer to turn the AIs back into flesh and bones.
