When Firefight first dropped, it was not too uncommon to find grunts carrying around a Plasma Launcher reminiscent of those from Halo: Reach.
When you picked it up in game, it only kinda worked (you can look up videos on You Tube of it). And then it disappeared all together (I think).
But we have not seen anything about it since. LOTS of new unexpected stuff in this last content patch (thanks 343), but the Plasma Launcher we saw in game for a bit is still missing.
I don’t see why not. Being that when you picked it up and it was invisible means that it probably isn’t close to being finished entirely. It was probably in its early stages then.
The model is there, but I don’t think anything’s in the game files.
Besides, I don’t see why not. All it is is a Covenant Hydra, with 4 shots instead of 6. But those 4 shots have a little more damage (Enough to kill a Spartan with one, whereas a Hydra takes 1.5 to kill a Spartan.)
If it does come back, it’ll probably come with the 2017 update for the Reach Helmets.
It’ll be useless compared to combat scenarios as it requires lock-on AND charging.

If i recall, in Reach, you could lock onto someone from quite a distance away (much farther than the hydra). And the splash damage was also relatively close to a standard plasma grenade (unlike the plasma bolt launcher). I could be wrong on both points. Is been awhile since I picked up Reach.
But if tweaked right, there are places in the current REQ system that it could fit into, without being a clone of existing items.
Plus, it also would add more variability into Warzone Firefight. Grunts with tracking plasma launchers might make things more… interesting.

Yes, but that was in Halo: Reach. Splash damage is different in Halo 5 compared to then.
And yes, it had a longer tracking than the Hydra, but not that much. It required a smart-link to reach the distance though.
If they did at it though, what REQ variants could they think of? Faster tracking and charging?
However, Elite’s would have to carry the plasma launchers to make an interesting challenge. (As they used to.)
You never see them using the Fuel Rod anymore, only on occasions. They were more intimidating with those than the Storm Rifles they had.
