They weren’t apart of jul mdama’s covenant

The same reason why they weren’t in Halo: Combat Evolved, they didn’t get put in.
There is some retroactive reason such as why Brutes and Skirmisher were in Halo Reach but not in Halo Combat Evolved. But really you could just make any reason and just say that is why.
