What makes a sniper rifle hard to use for anything other than sniping?
is it lack of bullet magnetism or something like that?

Yeah. As a rule the majority of weapons have their bullet magnetism in relation to the size of the crosshair. The Halo 2 BR seems to be an exception.
Magnetism and whether the sniper is hitscan or projectile can sure weigh in the skill required to get a kill with the sniper in all areas of combat.

Is that not the whole idea? A sniper rifle is for sniping, if a player wants to fire from the hip (and do it with ease) then use a weapon better suited to that type of fire. Or as we do see in the game become very good at a difficult skill (no scope sniper).

I Agree it it nearly impossible to no scope at shotgun range, but i have done it.
It takes practice. Know how to use it really there’s plenty of people who can no scope with no problem. It’s just practice
I suck at sniping. I’ll occasionally have a good game or two, but I don’t know what it is…I just generally suck at using it. No amount of practice improves my skill with that weapon for some reason. I generally leave it in the hands of my more capable teammates. Better to play to your strengths, right? lol

The area that benefits from magnetism is very very small compared to say the Magnum. With the Magnum the whole crosshair plus some benifits from magnetism making it easy to hit shots. The Sniper’s crosshair is much smaller than the Magnum’s therefor making the area for magnetism very small to match. Combined with that the Sniper’s magnetism is very weak compared to nearly every other gun.
Knowing full well it’s moot at this point in the games cycle, I feel like there should have been some knock back on enemies if you body shot them with a sniper at short range. Say they’re charging with a sword or shotgun or even Spartan charge. Supposed to be a very high powered rifle. I feel like the enemies can continue coming at you and still get an easy close range kill. Said knock back might’ve enabled the sniper to line up a second body shot while still slightly out of shotgun range for instance. Just my 2 cents. Unless it is actually like that and I’m just inept (equally possible).
It’s only hard to use at weird angles and scoping in when the enemy is close but, that’s why no-scoping was invented.
I think it’s because, relative to other weapons, it isn’t as “sticky” to enemy Spartans. Meaning, the auto-aim from the hip is reduced.
Use the original CE or H3 sniper and you’ll likely question putting hard to describe the H5 sniper.
For your question, they usually make the sniper with low aim mechanic helpers and a small reticule which makes it harder to hit people.
