Halo 3 and Halo 4 need infinity ammo skull because Halo 3 and Halo 4 you don’t get that much of ammo in the first Halo you get way more ammo and the reason is because the ammo you get in Halo 3 and 4 it’s not enough ammo to play on legendary difficulty I always run out of ammo
While I do agree that adding the Bandana skull would be nice, ammo is barely scarce in the games. Sure it sucks when you run out of it for your favourite weapon but sometimes you have to switch things up; pick up a Plasma Rifle or a Storm Rifle. Both are better than no weapons still.

I am still hoping that 343 Industries will bring the Bandanna Skull to the Halo Reach campaign levels, Halo 3 campaign levels, Halo 3: ODST campaign levels and Halo 4 campaign levels. Hopefully we will get that in the next Halo Master Chief Collection updates.
It was add to Halo1 and Halo2 story mode do to it being just two players and Halo3 and Halo4 have up to 4 players to help out. Thow having that skull for 3 and 4 would be sweet.

Dunno where you got that info.
I’m hoping the Bandanna Skull (along with others that make sense) will be added to the other games in the collection eventually. Adding skulls from one game to another wouldn’t have fit in well with the previous seasonal content system, but if 343’s going with smaller content updates, then skulls (and other QOL features) would be a perfect fit.
I’d say unlock all skulls variants for all games, if they can add armor permutations then they can add skull variants too.
