If it’s the right one I’m thinking of, it has to be done on legandary only. You’ll reach the point with the scorpion and can use it when you get near the top of the hill you will need to shoot a pheaton with either a main gun shot or the secondary turret. If you hit it you’ll hear the birthday party sound and the skull will be hidden in one of three locations. Achievement hunter has a great guide for it.
