I think that several groups of skirmishers could be with the banished, but not necessarily in the ark, and I believe that if this is so, it is a good way to return them to Halo.
Considering the Jackals aren’t even with the Banished as of right now, I doubt the Skirmishers are. I don’t think there’s necessarily a good way or a bad way to introduce a new enemy type. You just say you never saw them before or something like that. Every halo game has introduced at least one new enemy type and they’ve never needed a good reason to be there.
If they want to add skirmishers it wouldn’t be hard for the writers to make it so that a jackal faction joins Banished.
I think that Halo Escalations had Skirmishers on some Covenant faction, so they could return if Sali Nyon’s or some one else’s faction returns.

I stand corrected. Skirmishers very well may be in the Banished. The artist for the Rise of Atriox comic series just said that he’s drawn Banished Skirmishers. Source. If you scroll down his Twitter feed, he shows a picture, but it is very hard to make out. It’ll be easier to see when it’s colored.
