I’m not certain if this is a Spartan Rank restricted thing (I am SR41, by the way) but my Silver packs are no longer giving me Uncommon to Rare REQ permanent cards. I still have a multitude of both UC and R emblems (not specific ones like Librarian) and even a Common Certification (Corp Mongoose) that’s not being unlocked through Bronze REQ packs.
May I know what you get in the Silver packs then? 1500+1500 REQ points? If so, it means you’ve finished collecting all rare items excluding emblems. For some emblems, they can only be unlocked by finishing a particular commendation(You can find out more here- https://www.halowaypoint.com/en-us/forums/6e35355aecdf4fd0acdaee3cc4156fd4/topics/complete-emblem-unlock-list-wzff-update/688aaf2b-e174-4963-a3fe-66a0bc4ad7c6/posts ). As for that Corp Mongoose certification, you just have to keep grinding Bronze Packs. Hope this clarifies!
This is what happens to me too, i think its only the silver packs you buy and not the silver packs you’re given.

Aye, it’s the 1500+1500, even with packs that I earn. I did get the ODST emblem when I hit SR40-41, so some of them may be level affected as well. That list gave some answers Ishan, thanks!
