is it a known issue that you cannot finish all of your certifications because silver packs just start giving you 3000 req points at some point? I understand that some emblems remain outstanding due to being unlocked via commendations, but I have like five types of mongeese left to acquire certification for and every other darn thing unlocked in the common to rare items.

I got one of those uncommon unlocks you are speaking of in a gold pack a couple days ago… It was annoying because I followed that bronze, silver, gold strat for efficiency…

They don’t guarantee an unlock correct, but they have a pretty good percentage of providing a permanent, and I had the same experience, didn’t get the common Mongeese until I bought Bronze packs, probably the only way to get them.

Bronze cost 1,250 RP (1/4th of a silver pack). i found (through unlocking every common req) that bronze packs gives roughly one permanent common req for each 2 bronze packs bought. That means that, on average, bronze packs have roughly the same unlock percentage as silver packs, which is 2 permanent unlocks per 5,000 RP spent.
You may get lucky and unlock 3 commons in a row from bronze, or you may get unlucky and only unlock one from your first 5 packs, but it won’t take long to get 5 or 6 certifications.
