A while back I started getting 2x1500RP points consistently per silver pack purchased, but have recently stopped receiving them as of late. Has there been some sort of recent change where 343 pulled the 3000 RP rewards on silver packs?

Dude you’re level 118, you should have every req and receive 2x3000RP per gold pack. Hog wild came out a few days ago and so the req pools have been topped up a little.
Keep opening them until you get points again.
