They did. Usually you would have started 1v8. 
Man this is the only thing that’s really keeping me from enjoying this game. Until 343 can be bothered to fix this/take it out, I can’t be bothered to play it!

Is that even a problem? 2 dudes were having a terrible time playing againsts a team of 8. And now they have another ally, with more to come.
In any other Halo game? It was “2 dudes were having a terrible time playing againsts a team of 8.” and that’s it until the game is over.
Unless you mean you STARTED a game with 3 on 8? Which wouldn’t be a problem with JIP but rather a problem with the game balancing teams in the menu. Which may very well be people going to the dashboard 'cause they don’t like the map that was picked.
