343 wanted to replace Chief (or perhaps the Arbiter?) with a new character you play as in Halo 5, and he came across as rather bland. He didn’t tell jokes, give rousing speeches, act like any more of a badass than any other man with a gun, and he didn’t even look all that iconic. The problem with Halo 5’s armour is its plastic, glossed and smooth look. It makes all the armours look the same, and the Hunter armour is no exception. The Mark V/VI/VIG2 armour of the Master Chief is iconic, but a kind of bubble-shaped grey helmet with a thin blue visor that’s reminiscent of a lovechild between Cyclops from X-Men and Daft Punk? Pass.
Now, what is arguably the most talked about armour in Halo? Recon. It was basically a piece of pop culture from 2007-2010. I think now that Recon has been made into just another piece of armour, but still holds that sense of the Halo identity from its Halo 3 days, that it would have made sense for Locke to wear this. What better way to make the character likeable to the community than having him armoured up in the ‘community armour’? Better writing, you say? nonsense! I kid, but I do think Locke in Recon armour would have been a great opportunity for 343 to connect with the fans and give Locke an unmistakable “Halo” identity.
Update: Guess I’ll specify that I never said “Get rid of the Hunter armour”. What I did say is that the Recon armour from the start, not compared to Hunter armour in terms of aesthetics, would have made Locke a more appealing character due to the popularity of Recon. This is about pre-release advertising. Sorry that I think that Locke’s helmet isn’t that great, but that’s not relevant to the topic.

I thought the hinted ONI spook stuff that we don’t see outside of the expanded lore was his biggest winning attribute. I’d like to have seen more of that in game. Like him dealing with his morality and calling on his past experience as a spy/assassin.
If Locke had recon armour, then we would likely not have the hunter armour. So despite the ‘blandness’ of lockes character would you really want to trade hunter for recon when most people play multiplayer more than the story?

Yes? Halo’s identity has always come from its campaign. I really doubt that replacing the Hunter armour with Recon would have hurt the game, especially the multiplayer. Are you suggesting that this would hurt the multiplayer… by not having Hunter armour?
Also, this wouldn’t erase Hunter armour. Locke just wouldn’t wear it. 244 other armour sets are still in the game despite a campaign Spartan not wearing them.

Locke could’ve been so cool. He could’ve been like a crazy assassin or maybe someone who wants to forget their past work with ONI and drops hints about the horrible things he does and is seeking redemption or sick of taking orders and wants to do what he thinks is right.
Or or you know hey could just make him a black guy with no personality

I respectfully disagree my good sir / madam. I think they needed a completely new character, with a completely new design concept to pull-in interest.
they achieve targeting halo fan followers with Buck wearing the iconic ODST helmet. Having 2 “repeat” / fan favorite helmet designs might have been too boring/repetitive for introducing a brand new fireteam/set of protagonists.
also, one of the H4 Spartan Ops characters was sporting recon, as well as DARE. Having Locke have that helmet also would have made it feel less exclusive, and made Locke seem like less of a BA mo-fo, as the cool kids say.
recon armor is also associated with a specific Spartan “class” or “role” so to speak. The “hunter” class fits Locke’s character better. He was a trained ONI assassin, a hunter. The hunter they needed to hunt the master chief.
but if they needed some reconnaissance on the master chief… then well… what a great fit recon would be
