Should they have added the Arbiter in Halo Reach

I don’t see any way they could do it that makes sense. At this point, he wasn’t Arbiter but a fleetmaster. Specifically, the fleetmaster of the fleet that destroyed Reach. There’s no way he could have appeared on the ground.

To further answer your question, OP, this is also why he can’t have appeared on the ring in Halo: CE.

There’s no logical explanation for the current Arbiter to be in Halo Reach. Besides, Thel 'Vadam (current Arby) was supreme commander by the time Reach fell and during the events of Halo CE.

To be fair though, it would still make sense for him to be in the game. Even though the lore is pretty messed up with conflicts between the book and game, Thel was still above Reach when it was being glassed. So, it wouldn’t necessarily tie in well with Noble Team’s story, but say a level or two showing what the other side was thinking or doing would have been pretty cool. Though I don’t think that’s really necessary.

Agreed. We saw it start to be that way in Halo 2 but that was as the covenant hierarchy was changing and great divisions were forming. The idea with Reach is that its all about the tragedy to humanity and the covenant were meant to come across more alien and threatening.

Unless it’s armor appeared as a multiplayer unlockable, it would be pointless as Thel was a Supreme Commander in charge of the Fleet of Particular Justice. In both Reach and CE, he was just aboard his flagship giving orders and not fighting directly like the in previous battles.

No The covenant in Reach were epic enough…
