What if there was a section where you could shoot at moving targets like holograms to practice and improve your shot. Have them go from really basic to super difficult and have it rank players on their performance.
Kind of like the shooting range IN MW2 but obviously bigger-better-MOAR
There could be obstacle courses that are based on movement or movement+shooting. There are so many possibilities.

Good idea, although 343 might argue that this would be a resource drain for practice that can be accomplished in campaign mode, or firefight/spartan ops. The problem I see here is that AI does not ever behave as real people do, no matter which one of these game modes you might be using for practice. Good against remotes is one thing - good against the living is another.
You mean like Advanced Warfare? Because since you don’t need to test weapons in loadouts in Halo 5, you can probably practice with Spartan Ops/Firefight/Campaign.

Some players can use it but campaign work great For it. legendary mode enemy are the best training. Few human will test you like them

Just plays SWAT I found that really improved my aim and reflexes.

While I would never need it compared to 95% of players I want there to be some training mode where I can practice my sniper, and get warmed up before each match.
Think about this game right there, but with holograms popping up and disappearing in a line. Try to snipe as many as you can before the time runs out.
Then you can have BR practice, where the AL strafes in a short line (and you can’t control your left stick, the AL strafes for you).
