Spartans probably might as well become too overpowered in terms of games and lore. Even though that’s what they’re supposed to be. But anyway hear me out.
Remember MJOLNIR [GEN2]!? This armor was supposedly to make a Spartan-IV equal a Spartan-II in MJOLNIR [GEN1]. Then we see Master Chief wearing a revision Mark 6 [GEN2] from Watershed Division. The armor was said to be made by the same guys who made the [GEN2] tech. His armor is literally confirmed to be [GEN2]. It is noted that in the Halo series that the armors progressively become better in every generation. From Mark V to Mark 6 Master Chief had better shields, strength and speed. So that means this [GEN2] would give Master Chief an improvement over the last generation in terms of performance. That’s why it made no sense to me about that fight between Agent Locke and Master Chief. Master Chief is clearly sporting a higher degree of strength in comparison to Locke because not only they are both wearing [GEN2]. He’s a Spartan-II! It is even noted by Doctor Halsey that Spartan-IIs only get stronger by age. So that argument that he is old and slow is preposterous. In the events after Halo 5 he gets another suit upgrade and is now wearing a [GEN3] version of MJOLNIR. It is unknown about truly what this armor does but it is assumed that it will supersede the previous generations as they do logically in the series. So that means Master Chief now is way stronger than himself from Halo 5.
So what does this have to do with elites?
Elites or Sangheili are way more capable than an average human. But the equalizers were Spartan-IIs or even Spartan-IIIs. Notable Spartans such as the Headhunters who aren’t even in MJOLNIR but in [SPI] are able to take down elites. Red Team from Halo Wars are able to casually take down elites and are in [GEN1] armor. A spartan G-059 was only a Spartan-III in SPI armor took down three high ranking Elite commanders single handedly but using a special drug, but still it is a feat. Even an arbiter noted that even a Spartan-IV in [GEN2] was comparable to him in terms of capability. In Halo Reach Noble 6 was able to kill a team of Elite Zealots. During the events of Halo Wars 2 Jerome-092 was able to fight a group of brutes and possibly a Chieftain and was able to neutralize them all. He is still sporting a MJOLNIR Mark IV but it is unknown if he had upgrades to his suit in the story.
What I’m trying to say here is that Elites and Brutes are no where near the capabilities of Spartans currently. That means Master Chief will basically curb stomp even the highest of Elites without resistance. I notice that some people think that Sangheili combat harness enhance their strength akin to MJOLNIR but it is not mentioned anywhere. All their harnesses do is either provide defense, have radar, armor abilities and etc. The elites physiology by themselves are just that strong. So the solution to make it fair. They should do something in Halo Infinite to add some challenge is to have some Elites of the high rank category be outfitted with combat harnesses that can increase their combat capability then just defense. So that they’ll be comparable to the Master Chief or to any Spartan in the games. This also gives challenge within the lore aspect as well so that Spartan characters will encounter an actual threat to them other than Atriox or Escharum who actually has the “spartan-destroyer” units to deal with them.
This is just my opinion. Well just see what Halo: Infinite will show and then we’ll complain.
Wouldn’t be too necessary in their eyes due to their superior physics compared to even Spartan Super Soldiers. Plus the sangheili’s armor augments their performance to some extent already (according to the 2009-2011 Halo Encyclopedia).
The answer to the question how many Sangheili or Jiralhanae does it take to kill a Spartan, or vise-versa very much depends on the trope ‘depending who the writer is’
In the good old days of Eric Nyland even after 25 years combat experience and equipped with energy shielded MJOLNIR power armour a Sangheili and Jiralhanae could fight and kill a Spartan pretty much 1-2-1. They were evenly matched, and that was very much a case of advanced prototype armour built with the budget of a starship vs off the shelf mass produced model.Rewind the clock by 25 years as of the Silent Storm sequel novel and apparently one Spartan II with only a few weeks combat experience is apparently the equivalent of 40 fully equipped Sangheili.

To answer your question, my understanding is that Sangheili combat harnesses improved their wearers combat abilities to a degree but they were not vacuum sealed fully powered suits of armour like MJOLNIR is. There more akin to the SPI (Semi Powered Infiltration) armour the Spartan III’s we’re equipped with initially when they were seen as expendable light infantry, and a cheap alternative to Spartan II super soldiers. The main difference is the Sangheili and Jiralhanae armour having energy shielding, where as Spartan III SPI armour did not.
I like to think that take away the MJOLNIR power armour and Covenant combat harness and even with all their genetic augmentations, a Spartan II would still not be the equal of a Sangheili or Jiralhanae in terms of raw psychical strength, speed and stamina etc.
I really like the idea of what the Covenant could have accomplished with their own generically augmented super-soldier program when you take into account their much more advanced technology and the shear amount of resources they could have poured into what there equivalently MNOLNIR power armour would have been, and all the ancient Forerunner tech they could have installed into it.
We’d basically be left fighting Halo equivalent of X-Men’s Apocalypse I fear.

Don’t forget the Prelates. The Covenant did find Forerunner technology that the San 'Shyuum used to correct genetic flaws and to add extra abilities to some of their own, though there’s no evidence of them sharing this with other races.
And I agree that the Sangheili don’t require more physical augmentation than their current power armor provides. One look at the blast-door an Zealot kicks down in the movie Forward Unto Dawn exemplifies just how powerful they are.
Spartans are winning fight agains elites because elites are not good in fight tactics (weak AI in games and just dumb in most of the books)

Nylund only really had new enemy types be deadly the first time and then they’d turn into mostly generic goons to kill. Yes, the first time they fight Brutes and Elites the situation is dire, but First Strike and Ghosts of Onyx both have spartans taking on numerically superior forces of both species, even if in the former they did struggle with brutes.
All times Brutes and Elites have shown to be ‘equal’ or ‘surperior’ its been in melee combat. The first elite that gives Chief trouble is actually large by elite standards, like around how 343 protrays them, give its description. The second had an energy sword and if i recall stealth in his favor.

Spartans are weaker than Elites and especially Brutes. Their armour has to compensate.
