Loadouts should offer a simple weapon, non OP grenade and possibly an AA choice so that everyone has equal but customisable spawns. like this:
Primary weapon: (long range is removed so no player has a huge advantage and maps dont have to ‘broken’ by the DMR or light rifle being taken into account when designing maps)
AR
SR (or a plasma repeater)
BR
CC
A promeathean weapon (could be removed if all their weapons get a buff for canonic reasons)
Secondary weapons:
magnum
Needle pistol (basically a new covy pistol)
Plasma rifle
SMG
Grenade choice:
Frags
Needle grenade
Pulse grenade (will be removed from loadputs if deemed to powerful)
And your genric AA choice (dependent upon AAs returning or certain ones going)
Either remove them and have preset loadouts like Reach did or keep them but make it balanced(i.e. no boltshot, plasma pistol, etc).
Take away armor abilities and make them pick ups on maps.

However if that can’t be done, here is my next best suggestion.
Keep primary weapons like they are, meaning you can select any one of them to use in those slots.
Secondary weapons: Magnum only. Unless of course you are playing custom games. Plasma Pistol, and Boltshot should never be weapons you spawn with every time.
Grenades: Frag only. Stikies are ridiculously powerful and have crazy magnetism to them. Pulse grenades are useless. Fire grenades, and spike grenades would be awesome to have back but would still be OP as a load out item.
Perks: These just need to go away. I really just don’t like them.
AA’s: I can see adding some that you could use, but the more OP ones need to be map pick ups. The one thing that makes me rage more than any other is the Jet Pack and the fact they spawn with it every time.

Lol what? They are very effective and if they are useless then why does that mean that they cant be in loadouts.
I like load outs they just need a lot of work.
Some things that I’d like to note are:
-CE Plasma pistiol: The PP should be like the CE version. No EMP, it just sticks to you and does damage. If they balance the power right than the charged blast can still take out shields in one shot like always but the blast also has the potential to kill the target as well making the PP much more viable as an actual weapon so that’ll make commendations easier.
-Needle Pistol: I’d really like to see Maine’s Needle pistol as a secondary.
-Long range rifles: I’d like all long range rifles to have two firing modes like the LR so that they’ll only be at full power at long range.
-Needle rifle: It looks awesome, I’d love that automatic fire as a long range rifle.
-SMG and Plasma rifle: Automatics users have the Magnum to compensate for long range so those who use long range weapons can have the SMG and PR to compensate for close quarters.
I’m surprised we haven’t seen anybody that doesn’t think it’s possible to balance load outs yet on this thread.
I’m just going to say that this is one of the most unlikely things to happen in any future Halo title. 343i put loadouts in to mark the new generation of Halo gaming. They ain’t going to remove it now. If you said Ordnance drops, then maybe that is likely to be removed because it is probably the most universally hated thing in the game, but defs not loadouts. AAs is another thing, but again i doubt 343 will remove it entirely…
They can keep custom loadouts because i think they are pretty cool.
BUT, they do need to remove plasma pistols and stick grenades… I hate noob combos lol… it sucks
