Are you just trolling around the forums or are you trying to report an actual issue? If you are trying to report an actual issue, I don’t think you understand how reporting one works.
Usually a video would be better suited to demonstrate a problem which you have gone into great detail describing. You have not done that. Developers can’t fix a problem unless you describe why what you’re showing in this video is a problem. You shot the guy, it’s quite clear from what I can see, that it wasn’t a headshot, so of course he didn’t die. You want one hit kills, use something other than a sniper rifle. You want to report and get an issue fixed, then describe the issue.
The video very clearly shows sniper shots not registering.
Im pretty sure this is actually an internet lag issue not an actual game issue
Have noticed pretty similar stuff happeing with the older games. Hope they fix it soon. Not how I remember Halo 2 and 3.
The reticule wasn’t red for almost all of those misses. Only one was a little iffy.
I’ll post a video I recorded with almost the same exact thing, except my was DEFINITELY a headshot that did not register .

Obviously you see the guy one shot down by rockets and two snipes don’t register back to back, but the triple before was perfectly fine.
Blame P2P/bad host for your shots not registering. Until they give us the dedicated servers, this crap will keep happening.
