While it has been treated as a power weapon, it isn’t as potent as some of the other power weapons. It lacks the range versatility of the sniper and rockets, range emphasis on the former and multi-kill potential of the latter.
Shotty isn’t of much use against vehicle, only close range infantry battle. With the addition of PV, shotgun users lose a key advantage, the element of surprise in CQB.
Overall: Even if shotgun is a selectable primary, it isn’t all that impressive so not much of a game-breaker.

Well that’s good new that the shotgun is not a primary. I just found that to be odd and not right for the game.
i dont care, as long as the shotgun can actualy kill people outside of melee range. i would like to point out that the shotGUN is in fact a gun, and yet with its range in reach/3/2 it would be better to throw it, instead of shoot it. this seems rong.
Nah, it wouldn’t be hard to balance and it would make the game very slow, not to mention promote camping with shotty + PV.
In order to balance it, it would have to be nerfed to Halo 3 level or worse, and that makes it a futile weapon indeed. It’s better to let shotty be good, a power weapon, but restrict the availability of it in game.
It’s a 1 hit kill and hence cant be a starter, for the same reason spartan laser or sniper won’t be. Not to mention how silly it would look on a decent size map if all players spawned with shottys and camped a corner each ^^
It wouldn’t be as bad as people are implying since the Shotgun is a much more restricted weapon than the Carbine, DMR and BR, (How many people actually go positive with the Operator loadout in Invasion?) but it’s still a 1sk weapon off of spawn. If it got a tighter spread, more range and lost the ability to one shot people (Or, just make this variant a new shotgun so it doesn’t screw with the old shotgun) it might work as a good burst weapon when popping in and out of corners.
