both these leader are mediocre but i love using ghosts early game to harass the enemy. the fact that ghost have shield that easily makes them the best scout unit. but i’m having trouble deciding on which of these 2 leaders to use. some guidance would be great!

Arbiter has abs and good social skills, ship-master is skinny fat and hides from social interactions. So arbiter for sure.
Actual response, Shipmaster is much better because Banished Raid Ghosts move so much better and Spirit Support and speedy wraiths, also displace.
Arbiter is sit under a shield till you out scale for 45 minutes.
