I never noticed that in Halo 3, while an opponents shields are up, headshots don’t add any extra damage (which makes sense).
But in Halo Reach I could have sworn that headshots do more damage even when shields are up, is this true or have I been wrong?
From what I can recall head shots don’t do any extra damage in any title. If you want a four shot kill it has to be four shots anywhere as long as the last shot hits the head. Landing nothing but head shots will still take four shots.

What you’re experiencing is the bleedthrough system being poorly implemented in Reach compared to H3.
Reach’s weapon sandbox was not designed with bleedthrough damage in mind. This resulted in weapons like the Needle Rifle & Carbine being more powerful than intended and killing in one less shot through the shields due to the damage calculation. Even weapons like the DMR that still killed in 5 shots could get a faster ttk if there was even a sliver of health taken away. This jarring inconsistency is noticeable in Reach because of the lack of burst firing weapons like the BR that could kill through the shields if the last shot was to the head.
