Its part of the whole HunttheTruth/HunttheSignal ARG Campain. It’s supposed to be an anagram of Dr Halsey.
This tweet sounds more like Mendicant Bias than anything else which makes me ask, is this legit?

You really should take stuff like this with a grain of salt. Anyone can make an anagram of a Halo Character’s name then start posting cryptic BS like this. Hell I could make one for Locke, blue team members, and Mendicant Bias right now, MS and 343 wouldn’t be able to do anything about it because they couldn’t prove is relate to halo… I not going too but just keep that in mind.
