Just did some research on Halo Nation, reclaimers are not every human, only a few, like 117, Johnson, and Captain Keyes.

That’s just a theory, nothing is confirmed yet.

That is not necessarily true as there is no citation for that claim on halo nation. So until there is a valid source all humans can be reclaimers. plus it didnt list professor anders from halo wars who could activate a dormant forerunner fleet.
It hasn’t been definitively answered which humans can activate the rings. So far we’ve seen only Miranda Keyes do it.
