If you played offline, you have to play it online. If you played online but didn’t get it, I have no clue.

Easy way to check it out:

In the service menu where you pick what campaign level you are going to play, select every single level and every single “rally point.” You will probably find one that does NOT have the legendary symbol next to it. Just replay that section.

ouch, looks like you’re going to have to do it again on legendary. check your campaign commendations you need to play online
