In Halo 5: Guardians, a change was added which required every Service Tag to have a minimum of 4 characters.
I have used G17 since Halo 3. With the new minimum character requirements, I had to choose G017 in order to keep my familiar Service Tag, however I went through most of Halo 5 as being referred to as “GO 17” haha.
I hope that Halo Infinite does not have a minimum character requirement (or at least have the minimum be 3) so that we are able to have the same 3 character Service Tag we have used since 2007.
Gonna be tough to swing that with 24-player lobbies.

How so? I am merely asking that there not be a minimum service tag requirement in general so if a player wants a 1, 2, 3, or 4 character Service Tag they are able to have it.
Warzone in Halo 5 had 24 player lobbies. Was Warzone the reason Halo 5: Guardians had a minimum 4 character Service Tag requirement?

Possibly. The point of the tags is more broadly about the function of being able to quickly identify allies on the battlefield and secondarily a personal aesthetic/cosmetics choice. I like the 3-character minimum too, but if you jump into an 8 v. 8 game in big-team in MCC you’ll often run into 2 or 3 repeats even with people who’ve modified their tags. 24-player lobbies will only exacerbate this.
Might be you’re right that removing a limit entirely will create more variation, but how many people will just put the number 7 as their service tag? Now in a bad match you’ve got four or five "7"s running around, and who the ef is who?! Lol.
For the primary function of identifying battlefield allies, a 4-character min/max is probably the best solution. Sucks to see personal choice suffer for that.
