Its my understanding that emblems will return in that format. You can get “Armor Emblems” and “Weapon Emblems” with some of the food promotions that are currently running. You dont need to worry about emblems returning so I think theres room for that extra level of customistaion! 
While its hard to go by their word, espcially because of the armor coating debacle, i can imagine 343 are really trying to push player expression so I they can find away to implement both. I cannot speak on playable elites though, I assume they’ll return similar to how they were implemented in reach.
