Serina update Corrupted Game. Can't Reinstall....

(I own the Digital Ultimate edition)
So I just went and installed the update with the Serina Leader Pack and Operation: Spearbreaker. After installation was done I launched the game and went to Blitz to open my new packs. I began opening them and for some reason the game would open the loading window that normally shows for a second before the pack opening animation, and then just went back to the same normal screen looking at my unopened packs. It never showed me what I got and my pack count went down by 1. I thought it odd but figured it was probably just a glitch and it’s fine. I opened the rest of the packs and they all did that, so I went to my card list, but nothing was new. I went to my Decks and Serina wasn’t on the list. Then I went to make a custom game and Serina wasn’t an available commander. Next I went to Campaign Missions and I couldn’t find Operation Spearbreaker. So I searched the whole menu and couldn’t find any new content.
I decided to restart the Xbox and relaunch the game.
After the Xbox booted up, I launched the game, but it said it had an update. I let the update start up and when I looked back an hour later it was still at 0% and hadn’t started. I paused the installation and shut down the Xbox, then unplugged it for 2 seconds and plugged it right back in and powered it on. This time the game said “installation stopped.” I tried to resume the installation but it would immediately switch back to “installation stopped.” So, I uninstalled the game and all the DLC to do a fresh install, and even unplugged the Xbox for a good hour before plugging it back in to begin installation.
Now when I go to install the game it either:
A) Disappears from my “Games,” “Ready to Install,” “Updates,” and “Queue” tabs (as if I don’t own the game).
or B) Instantly moves to “Games” (as if it is installed) saying that its’ total data usage is 0GB!

Nothing I do helps anything and I am at a complete loss. Only Halo Wars 2 is doing this. All my other Xbox One functions are operating efficiently. What do I do? WTF was messed up in this update that was sent out?
