Unless he somehow got composed I doubt it. Honestly I would want him to stay dead. He was a great character but they need to not bring back characters that are dead.
Forge is dead, how are some units restricted to forge?
He is a early adopter bonus multiplayer-only character for people who play the game in the launch timeframe. There are many forums on this subject going back a couple months.

From what they said on a stream. Every one gets him for free to start with but after a while they will lock him and you will have to buy the leader!
