Edit- forget it guys! I figured it out.

I apologize in advance if this was already asked but when we get a TU on September 21st will we be able to try out the changes such as zero bloom and bleed through melee that day? Or do we wait until the playlists are released in early October?

yes in custom games. On oct you will get a beta playlist to test them online.
