I misunderstood I assumed she/he meant that Locke and His team’s Armor were under restraints and would unlock to give them a edge.

Armor restraints can fully disable an enemy’s armor while it’s active, whether it be a Spartan II, III, or IV

Yeah, you misunderstood, those restraints go onto armor which essentialy locks it up making mjolnir armor unable to move.

The restraints just disable armor, period. Blue Team can be stronger but if they literally can’t move it doesn’t matter.

Those aren’t even the same scenes. When Locke confronts John he has no crack in his visor. When John says he has a job to do he does have the crack in the visor indicating those are two separate scenes.

But they would have to get Close to put the Restraints on and I just don’t see Blue team holding Still (Am a Police officer people don’t hold still when you put cuffs on them).

Nothing really suggests that at all. We have no idea if the II’s reap the same benefit in terms of physical parameters as the IV’s. GEN 2 was designed with the IV’s in mind and it was meant to increase their physicals to the point where they were on par with the II’s. The II’s physicals are already at such a level.

Fist fight maybe if Locke is able to knock the chief down but we know form lore John at age 10 entered a ring with 4 odst and dominated them. Like i said I wait to see how it plays out.

It would make no logical Sense for S-II not to get the same benefits form the gen2 armor. if it was not the case the S-II would not been issued that armor as it would have been pointless.
