Would this mean we could mod for xbox games now? I hope so, modding in a halo game would be awesome, but only in customs and forge.
Modding has never been allowed on the Xbox to my knowledge so at this point, chances are this won’t change for the next iteration.
Personally I like the way Halo is, no need for modding.

so far, this is only slightly true, they allow certain mods in which the developers create apps on the Xbox to create the custom content, but they don’t allow mods from 3rd party software, and hardware.
Also, they’ve changed a few of their rules and guidelines for the Xbox one, I see no reason why they won’t change their rules/guidelines for modding.
Also, by self publishing OP, is more of Indy games, which also could mean some good news for the modding community, but still, don’t hold your breath.

From this alone, I can tell that you’ve never played, let alone heard of Halo Custom Edition. Halo Custom Edition is designed around modding Halo, even if you think you like the way Halo is, does not mean that there isn’t a chance that someone might release a mod, that might make Halo that much more fun.
Forge custom maps, are just edited maps. Having the ability to put custom content into Halo would mean we could see real custom maps, maps that community members created using modeling software, and photoshop. I’ve played over 200 different maps/mods in Halo Custom Edition, some of which, added weapons, vehicles, and maps that was in Halo 2 and Halo 3. I’ve played custom campaigns in Halo Custom Edition. Modding isn’t bad, nor is it a thing that isn’t needed. The main reason why the Halo PC community is still around is because of modding and custom maps. Halo games on the Xbox lose their players after the new title is released, they slowly lose support from Developers after the new title is released.
Also, even if you don’t see a need for modding, does not mean it’s not there, nor does it mean there shouldn’t be modding just because one person sees no need for it.
Mods are good for games, their players/community and their developers. Just look at Minecraft, Pistons, use to be a mod, Horses, use to be a mod, colored glass, use to be a mod.
Halo 2 Vista, one of the team members on that project use to be a modder for Halo Custom Edition, who helped create custom maps, vehicles, and weapons that looked and acted just like Halo 2, right down to dual wield SMGs, all based on trailers and E3 demos of Halo 2.
Self publishing doesn’t mean anything for modding. It allows indies to publish their games without the need for a (big)publisher .

If the XB1 can be used as a dev kit. Players could test their new invented game odes which require mechanics not in the game. This way people could suggest put up their gamemodes for 343 to take ideas/inspiration from. Heck there could be waypoint event where the best three gamemodes get added in somehow (not sure if this hard which Im presuming it is)

-modders have enabled various missing settings in Halo 4 Custom Games
-343i released a gametype featuring a missing setting which was first unveiled by modders
-343i has acknowledged modders for their efforts in uncovering Halo 4 easter eggs

An event or a poll would be a great way to settle disputes. It would have been an ideal course of action for Halo 4’s controversies instead of imposing things on us.
