It’d be cool to see Hood again, and Halsey. Basically any characters that aren’t dead, because we know how much 343 likes to stick to canon.
Thel and Rtas are both a given. 
I hate that people think Johnson coming back would be bad but he doesn’t necessarily have to be alive again.
I think if we have a Flashback from Chief of Johnson, it would be fantastic and a great insight into his character.
Given the focus 343 is placing on this being a rebirth for the franchise, I doubt we’ll be seeing any flashbacks.
Halsey is confirmed, is she?
I want to see the remaining Spartan IIs be adopted into the IVs.
I want to see the surviving Spartan-IIs. Other than that, I don’t really care what other characters show up, although I guess Buck’s ODST squad would be cool.
I hope we see Halsey, she’s one of my favorite characters.

I agreed up until then, the ODSTs are the worst characters in Halo! I hate them so much!
The Arbiter.
I want to see Half jaw with the Arbiter being referenced and Halo 5 returning to Halo 2’s split focus on the situation and agenda of the Covenant - so that we get a more broad experience and insight.
Half Jaw and the Arbiter are the Sgt.Johnson and Master Chief equivalents of the Covies. :C

Anyway, you probably meant Foe Hammer. And I guess I’d like to see Hood return. Because Ron Perlman’s cool.

I’d like to see Buck but if he’s not dead, he’ll be far away.
Shipmaster Rtas freakin’ Vadum. Seriously, most awesome guy ever.
Him and the Arbiter. It’d be cool if he (Rtas) actually appeared alone (maybe in a fleet with allied Sangheili) and he got a bit more screentime or focus, though.

Well, the bomb that blew Jorge’s ship up was a slipspace bomb, the ship could have blown up but think of would have happened to the Part that Jorge was on, he could have teleported , maybe. But it’s a 10% chance…

Anyway I’d like to see Buck or a Spartan IV standing behind Chief with a ‘Rookie’ name tag lol.
I’d like to see Arbiter and Rtas, but I believe that they will make an appearance in Halo 5.
Aside from them, I would be really surprised if we would meet Chief’s mates, Fred, Kelly and Linda
